THE DIAL GLOBAL
INDEX 2025
About the
DIAL Global Index
The DIAL Global Index is a strategic diagnostic and benchmarking tool designed to help organisations understand where they are on their inclusion journey and where they need to go next. More than a measurement exercise, it is the first step in a results-driven partnership that enables organisations to embed meaningful, sustainable culture change which is the key to commercial growth and innovation.
Celebrating its fifth year, the Index has been developed in collaboration with global leaders across industry and reflects the evolving challenges and opportunities within today’s business landscape. It enables senior teams to gain clarity, uncover gaps, and align their inclusion efforts with broader business goals.

The CITIES Framework
Unlike traditional approaches, the DIAL Global Index with its CITIES framework lies in its structured, intersectional, and action-oriented approach especially when compared to traditional inclusion metrics. It is structured view across six pillars:
-
Culture - understanding the lived employee experience and organisational behaviours
-
Inclusion - exploring belonging, voice, and psychological safety
-
Talent - assessing representation, progression, and access to opportunity
-
Impact - measuring how DEI strategy translates into real-world outcomes
-
Equity - identifying and addressing systemic barriers within processes and practices
-
Social - evaluating the organisation’s wider social responsibility and influence
The CITIES maturity framework provides:
1. A Holistic View Beyond Demographics
Traditional approaches often focus narrowly on representation or single-issue metrics. The CITIES framework captures a wider, systems-level picture of inclusion across Culture, Insight, Talent, Inclusion, Equity and Social impact giving a fuller view of organisational maturity.
2. Strategic Structure for Decision-Making
The framework is designed for boards, C-suite leaders, and senior decision-makers. It translates inclusion into areas they can directly influence such as ESG, leadership capability, culture strategy, and brand trust.
3. Action-Driven, Not Just Descriptive
Unlike many surveys that stop at insight, the Index includes tailored scorecards and recommended actions. It’s built to drive measurable outcomes, not just report on perception.
4. Intersectional Lens
CITIES explicitly encourages looking at overlapping factors (e.g gender + race + disability), making it more inclusive and accurate in diagnosing systemic issues.
5. Benchmarking With Purpose
Organisations don’t just see their score they see how they compare across sectors, and what high-performing peers are doing differently. That enables more relevant goal-setting and targeted improvement.

The survey for the Index can be submitted within 20 minutes, making it efficient and accessible. But its true value lies in what follows.
Once your submission is analysed, our team delivers a tailored scorecard that highlights both strengths and areas for development. This scorecard is the starting point, not the solution. From here, we work directly with your senior leaders to turn insight into action. Whether it’s addressing structural inequities, designing inclusive talent strategies, or enhancing cultural capability, we provide bespoke support that delivers real results.
Participation in the DIAL Global Index is a powerful statement of intent, but the real transformation happens through what comes next. The organisations that make the greatest progress are those who partner with us to go beyond benchmarking, and invest in building inclusive cultures with purpose, integrity, and impact.
The data tells the story. But we help you change the ending.
